Thank you for reporting this issue.
We have checkedhttps://issuetracker.google.com/issues/36956498 , it was reported on Android 4.4 (latest comments says its reproducible in android 8.1) and we can not test this issue from our end.
So could you please test the issue in latest android versions and provide the bugreport and screen-record for us to further investigate this issue.
Follow steps given below to capture the bugreport and screen-record:
logcat output
Seehttp://developer.android.com/tools/help/logcat.html . Copy and paste relevant sections of the logcat output into this issue.
Android bug report capturing
After reproducing the issue, press the volume up, volume down, and power button simultaneously. This will capture a bug report on your device in the “bug reports” directory. Attach the bug report file to this issue.
Alternate method
After reproducing the issue, navigate to “developer settings”, ensure “USB debugging” is enabled, then enable “Bug report shortcut”. Capture bug report by holding the power button and selecting the “Take bug report” option.
Screen Record of the Issue
Please capture screen record or video of the issue using following steps:
adb shell screenrecord /sdcard/video.mp4
Subsequently use following command to pull the recorded file:
adb pull /sdcard/video.mp4
Attach the file to this issue.

Still need to call MediaScanner.scanFile for anything modified with java.io.File APIs.

The issue should already be fixed after Android Pie builds.

I wouldn't know as the latest version of Android I currently have on any device is 8.1 and it definitely has the issue. In order to get the Android device to present an accurate up-to-date list of files and directories I must either reboot the Android device or run one of the various "Media Re-Scanners" available on the Play Store.
With as many Android devices as there are out there I'm surprised this issue managed to avoid being addressed for as long as it has. Maybe there just aren't that many people regularly attaching their Android devices to PCs w/USB connections.

Description
It's clearly not obsolete, as it is being actively reported on newer versions and frequently.
If it's really obsolete, please someone explain why, and what can we (developers) do about it.
