Hello Gaurav,
I understand that you are looking for Google to support two extensions that are not currently on the list of supported Cloud SQL extensions. I will be submitting a feature request to Cloud SQL engineering team, and like most other feature requests, there is not an ETA given for resolution.

dblink = dblink is a PostgreSQL contrib extension that allows users to connect to other databases and to run arbitrary queries in them.
orafce = This module allows use a well known Oracle's functions and packages inside PostgreSQL.
Both these extensions are missing in GCP, but is available in AWS RDS(PostGres).
Is there a way to get these extensions.
