Problem you have encountered:
Following the documentation [1] External Load Balancer is created with two backend services.
However, when going to Identity-Aware Proxy page, only the first one is shown.

What you expected to happen:
Expecting to see both backend services in IAP page.

Steps to reproduce:
Following the tutorial from [1], there are 2 backend services created. In IAP page the first one can be enabled, but the second one is not showing.

If we use [2], we can enable IAP for the second backend service as well.
