Quite a few reports show the Flutter plugin is installed, and quoting from
[...] the problem with the device manager is related to a bug in the Flutter plugin. The device manager only launches if the project has an Android module. If you add an Android module to your Flutter project then the device manager works.

To have access to Device Manager and other Android-specific tool windows, you need an Android project.
If you are using Flutter, the Android-specific project is located in the "android" directory of your Flutter project. Open that project in Studio to have full access to the Android-specific functionality.
If you are not using Flutter and still experiencing this problem, we are very interested in understanding the root cause of your problem. Please attach idea.log
so that we could investigate. Thank you.

This functionality worked well for all previous versions of Android Studio, could you please enable Device Manager again for all projects including non-Android?
sp...@google.com <sp...@google.com> #16
Re #15. We will definitely do that but thorough testing of Device Manager with non-Android projects and fixing uncovered issues will take considerable time.
In meantime, please follow the suggestion in

Under Project Structure / Facets add "Android" to the Flutter project. This enabled the device manager again in my case.
