- Navigate to Third fragment using SafeArgs and the app crashes.

Fix missing non-nullable arg when rebuilding hierarchy
When navigating with NavDirections, args is populated with an empty bundle. This causes issue when we rebuild parent hierarchy while adding a new entry to NavBackStack. If the Entry being rebuilt contains a non-nullalbe arg, i.e. Long, this empty bundle will cause an exception.

When I open an app by the deep-link and back-pressing, it crashes. Also, bottom navigation tab 2 has dynamic fragment logic. It will change fragments when the API has a data response. (A sample project doesn't use the API.)

Issue does not occur when downgrade version 2.6.0 to 2.5.3 or normal open an app
Steps to reproduce
1. run script deeplink (file name test_deeplink.sh in a project)
2. press back system
3. App crashes with the above error
