I was hopeful that the release of API 18 (4.3) would have created a solution to this, unfortunately it includes version 3158130

Description
demonstration page if at all possible, or attach code.
1. Open IE (version 7.0.573013), go to Tools>Internet options and click Languages button in the General tab.
2. Setup languages in the following way:
en-US (topmost) - this was checked with different variations of en
pt-PT (second) - also checked with Russian, Polish
Leaving language list blank also works in the same way
Click OK,OK
3. Enter the following url in the address bar:
4. The response contains 5 locations from Peru, Argentina, Mexico, but there is no entry SAN FRANCISCO in United States
5. Go back to language setup, and change the sequence:
pt-PT(topmost)
en-US(second)
Leaving pt-PT as an only choice also works in the same way.
6. Run the same request. The only result comes in response and it is:
San Francisco, CA, USA
Our application creates request without specific Accept-Language parameters (field is not present) and we receive the 1st response variant.
The expected result is to receive all the locations satisfying the request, and according to our QA "San Francisco, CA, USA" was present there before
