A given Support Library major version X is technically compatible with any targetSdkVersion but requires compileSdkVersion >= X due to resource compilation. We should remove the targetSdkVersion lint check and retain only the compileSdkVersion check.

When will this change take effect in public builds? Is it Studio 3.1+ per hotlists?

We're preparing public documentation to guide developers to upgrade their target sdk level to 26+ per Play policy and want to align our messaging with this update.
