I guess it is technically correct, as it is Protection level: signature and never seems to be actually granted

However it's required to actually declare it before requesting an APK install on api25+ works. Otherwise it fails with this:
E/InstallStart: Requesting uid 10374 needs to declare permission android.permission.REQUEST_INSTALL_PACKAGES
