As per the incident summary report[1], "The issue with the Google Cloud Console not displaying Google Compute Engine Instances has been resolved for all affected users as of 16:30 US/Pacific."
Please let us know if you still encountering this problem. I am marking this issue report as fixed.

Description
We are not able to view instances in dashboard! seems like some bug in UI! But able to list all resources via CLI
