[FR] Check and terminate sessions from all users in Cloud SQL PostgreSQL instance.

Product: Cloud SQL - PostgreSQL

Summary:
Query pg_stat_activity and query pg_terminate_backend can be done, for metrics and terminate sessions, but not for all users in the database. Since it seems to need PostgreSQL superuser permission.

Business impact for users: N/A

Task to accomplish:
Provide a workaround on how to check metrics and terminate sessions from all users in Cloud SQL PostgreSQL.

+1 to voting for the ip4r extension. Currently not supported in Cloud SQL and we make use of it.
