    Semantics no-op cleanups
   
    Partly in response to lmr's broad code review, I did a pass of
    superficial API/implementation cleanup.  The main changes are:
   
    - I changed each Boolean SemanticsProperty where false is equivalent to
      not being present to take "Unit" instead.  This is conceptually
      clearer: it avoids questions like "can I cancel out a semantics from a
      merged child by setting it to false?"  Because "property = Unit" looks
      weird, I also changed the style of these to "property()".
   
    - I moved the Semantics id generator closer to where it's used, in
      SemanticsModifierCore.  I made it internal and an AtomicInt.
      (Note that integer ids are heavily used in the Android
      AccessibilityNodeInfo APIs so I can't simply remove them entirely.)
   
    - I deleted dead code.  Some examples include SemanticsHintOverrides,
      a public API not connected to anything, and SemanticsPropertyKey
      merge() open method which is never called.  (In both cases I have
      a different plan in mind for accessibility.)

To better showcase my issue I created a short video:
The main bug observered here is that if I go from the profile screen back to the gifting screen, the bottom navigation bar is pushed downwards from the screen, if I change a tab again, it's fixed again (The profile screen uses collapsing toolbar in the fragment and the activity's toolbar is hidden at that time, while the other tabs have the activity's toolbar)
The other bug is that all the tabs except for the first one have the back button visible, which is imho not correct and isn't that easy to solve as even if I manually disable back button in on `OnNavigatedListener` calling
`supportActionBar?.setDisplayShowHomeEnabled(true)`
`supportActionBar?.setDisplayHomeAsUpEnabled(true)`
it flashes there for a split of a second (not visible in this specific video)

See https://issuetracker.google.com/issues/79671564 for why the up button appears when you are not on the start destination of your graph (i.e., the first item in your bottom nav) - that is working as intended as it is now.

Oh I finally identified why the bottom navigation bar was being pushed downwards. When I use `fitsSystemWindow="true"` it has this unwanted effect. Maybe a thing to look into as well

A NavigationUI.setupWithNavController method for CollapsingToolbarLayout has been added and will be available in alpha03.
