Long-pressing on an empty spot on a home screen should allow some way to drag the home screens around in order to re-order them, similar to behavior that is available in Android Oreo (even though this video is from KitKat, it demonstrates the ability that is now missing:https://www.youtube.com/watch?v=BX_9hUafIhM )

Long-pressing on an empty spot on a home screen only opens a menu with options for Home settings, Widgets, and Wallpapers. There is no way to re-order home screens.

Long-press on an empty space on the home screen. In Android P, this opens a menu with options for Home settings, Widgets, and Wallpapers. In Android Oreo, long-pressing an empty space on the home screen allowed you to drag your multiple home screens around to re-order them. This ability to re-order home screens appears to have been removed.
