It looks like persistent disks are not being shown under resources. As a general rule, anything that results in billing should be called a "resource" and should be listed there. Things that result in zero-billing can be called resources, that is fine. But nothing that bills should be missing from resources.

It is called a resource on the Activity logs page.

I think pd are often spun up with various VMs and the autodelete policy is defaulted to False (which is probably correct) but the pd need to be visible to the bill payers on the console and not only the billing page.

The golden standard for this stuff should be that users know what actions are needed to drive their billing to zero (and not simply disable billing). So how to turn off everything one by one. To do this you need visibility on the console or CLI.

I found: gcloud compute disks list

but really what we want is a list of ALL resources. Crawling an unknown try to list sub-component is not really doable. If there is a gcloud resources list command I am unaware of it.
