+1 to voting for the ip4r extension. Currently not supported in Cloud SQL and we make use of it.

Any updates on this? It's blocking a migration from RDS to google cloud.
Description
The preferred approach for this situation is configuring High Availability [1] for the instance and do the following:
- Create a failover replica for the database instance you want to upgrade [2]
- Upgrade the replica. The original instance keeps serving normally
- When the replica is upgraded and available, force failover to it [3]
- Upgraded replica is now serving as the master instance
This method will still cause some downtime. A more straightforward way for implementing this kind of upgrades with close to no downtime would be desirable.
