One of our GCP customer uses labels extensively for billing/accounting/security. There are some rules that they are using in Azure/AWS and those rules use tags with upper case letters. GCP keys and values can contain only lowercase letters, which limits the number of keys that they can use.

Customer wants GCP to support upper case letters for keys and values so that they can use consistent naming standards across cloud providers.
