In Stackdriver, there are Key Metrics for Latency for loadbalancers but these metrics can't be exported. The latency metrics could be found under Resources -->  Google Cloud Load Balancers --> Key Metrics. We can see Total Latency, Backend latency, etc.

If you want to export latency data you have to create distribution metric for latency as per the documentation here [1].
It will be good to be able to export the data from Stackdriver instead of creating a separate metric as the data is already available.
