Use case: would like to determine the best way to query an external IP address history for multiple projects.

Logging appears to be the only solution here, but GCP doesn't seem to log the IP address explicitly. Therefore, there is no feasible option available on user's end at this point in time.

An internal feature request (FR) has already been filed to include external IP address assignment in the audit logs and further updates will be posted here.

It is important to note that, we cannot provide a release date nor guarantee the feature's implementation at this time. Having said that, user's feedback is always taken into account, as it allows us to improve our products.
