Why do you expect the suite/apartment to be shown?

Description
Summary: Ability for google.cloud.task to use Local Task Queue
Business impact for users:
Because the current version of google.cloud.tasks (0.4.0) [1] will always connect to GCP, the customer can’t test their application on local machine.
The customer already considered alternatives such as creating a testing project for each of their developers, but this does not scale when the company grows. Furthermore, a misconfigured credential will mess up the customer’s production environment with testing data.

Task the customer wishes to accomplish:
The customer wishes google.cloud.tasks to support local task queue (like the ones provided by dev_appserver), so that they can test their application on local machine.
Current functionality if applicable:
The current version of google.cloud.tasks (0.4.0) will always connect to GCP.
Current customer workaround(s):
Create a testing project / a separate task queue for each developer.
