Currently, RotateDrawable can only be used via XML files, and DrawableWrapper should only be used in the library.

This means that for old Android versions (such as 4.4), we can't use a RotateDrawable via XML of a VectorDrawable for example, as it will crash.

Please provide sufficient API to overcome these restrictions, and be able to extend and create new instances those classes
