Frequency How frequently does this issue occur? (e.g 100% of the time, 10% of the time)
Android bug report After reproducing the issue, press the volume up, volume down, and power button simultaneously. This will capture a bug report on your device in the “bug reports” directory. Attach the bug report file to this issue.
Alternate method: After reproducing the issue, navigate to developer settings, ensure ‘USB debugging’ is enabled, then enable ‘Bug report shortcut’. To take bug report, hold the power button and select the ‘Take bug report’ option.

Steps:
1. Run the app.
2. Give it all permissions (via the app-info screen), except being the default Phone app . Do not let it be the default Phone app.
3. Check that it works by having an incoming/outgoing call, and see the logs. Notice that PhoneBroadcastReceiver class writes to logs.
4. Restart the device, and re-check again.
Notice you won't get these logs anymore.
You can also add NotificationListenerService and see that it won't help to get these Intents, as I've explained before.
Tested on Xiaomi Redmi 8 with Android 10 MIUI 12.5.2 .

I don't know what any of this means. I had a lot of problems with my Facebook last night and my google accounts both acting like they was hacked.. is there something I'm missing? Did some body place horrible things on my google accounts like last year? Cause this time I'll final complete changes and sue them for trying to ruin my image. The last time it happened it was immediately reported to the police. Please let me know if there is something I'm not seeing. And I'm not fully sure what the google tracker is. Is that a app? I down loaded a QR tool tracking app to place qr codes on my very personal information folders so incase they ever come up missing they can be located. But yes email me back sincerely Terrilee.

Description
This is very wrong, as it breaks how many apps work, by having a trigger to do something.
I've noticed that this will occur not just for background apps, but also for foreground running apps. This means that if you have notification access granted, and you close the app from the recent tasks screen, it won't get opened again (I've tried with an intent of incoming phone call in the manifest). The process will stay dead.
Please prevent breaking intents behavior and the way that app auto-start themselves or start other apps.
Do it by adding this rule into the CTS.
At the very least, such a thing shouldn't be the default behavior.
