Update the WindowsParser class in order to fill in the iSerial field.

As part of filing better bug reports in the Connection Assistant, we need to fill in the serial numbers in the UsbDevice struct. This can be used to cross-reference the operating system's results with those of adb.

Part of this bug will involve some investigation to figure out how to obtain that data from Windows.
