Tested the issue on reported chrome version #87.0.4280.00 using Mac 10.13.6 as per the steps in https://crbug.com/chromium/1159587#c0
Steps:

1. Launched chrome and opened devtools
2. Observed that able to add position and top rules.

Customer Feedback/Question:
I've been working on a side project for local no profit organization where I brought everything I could from google (from groups, to calendar, to sheets and docs..)
I built a system that has buttons within Sheets to allow non tech people to manage a "database" to add points to children for the activities they do.
The google script code behind the code works fine everywhere but within the android google sheet mobile app. (if you click on buttons within the Sheet Android App, it only select the button without running the script)
It would be great to contribute and have an exchange with anyone that you might know, to solve the problem since Sheets, in the way I'm using it, could literally become a "general app" (in PaaS) by appropriately customizing the the sheet UI and access permission, and exploiting google script
Just to give you an MVP screenshot of what I've, the blue rectangle look at other data in other sheets where we have our subscribers and participants, SmartiCoin are the points to give, and the data is either taken automatically from the "today" date or you can edit it.

Please consider also that there are cardboard cards we've produced with QRcode on top of them corresponding to a googleSheet link for every children where it's also possible to add coins, and I'm forcing my team to use mobile browser with "desktop view" turned on...which from UX pov is a little bit painful
What's fascinating of this approach for using sheets is that people with no skill in Database world can actually maintain it exploiting the sheet desktop UI
