Problem you have encountered: When using the Resource manager API, there's no functionality to check if the project name/ID is being used when creating new project.

When projects are created in GCP console this issue is addresses by sending requests to

https://console.cloud.google.com/m/projectidsuggestion?pidAvailable=<project_name>&folder=<folder>&organizationId=<org_id> that returns "available":true/false response, based on which new project's name is suggested.

What you expected to happen: it would be useful to have this feature in the Resource manager API.

One more detail, Data Layer event calls from the watch to the phone (running Android 13) do work on if the listener is in an Activity or Fragment.
