We currently support linting if kotlin-kapt is missing for the old apply syntax:

apply('kotlin-android')
apply('kotlin-kapt')

but we aren't handling the new plugins block syntax:

plugins {
    id 'kotlin-android'
    id 'kotlin-kapt'  
}
