Till then you can try the following work around:
function putImageInCell() {

const ss = SpreadsheetApp.getActiveSpreadsheet();
const s = ss.getSheetByName('Sheet1');

r.setFormula(`=image("${url}")`);
SpreadsheetApp.flush();

A workaround like this works for me for what I want to achieve atm
Insert one or more images in one or more cells in a tab in the sheet you are working in. Call it something like "Image Source"
In the sheet where you want to add the same image, just point to the images in the source sheet something like this ='Image Source'!B2
Example:https://docs.google.com/spreadsheets/d/16gs35EYqxr1Q5471nmiyt5HcD594QPaThWJFY4CQ8es/edit?usp=sharing
You can also do this with scripting something lik this:
someSpreadsheet.getActiveRangeList().setFormula('Image Source!B2');

We are using google sheets to qualify and version control our product content, with images in cells as references to feature descriptions and instructions.
From these product data sheets, we produce content review documents (copy decks) therefore we require the functionality to get these images from the original spreadsheet, as we do with the text and data. Doing this manually is not scalable in our case.

Maybe it's worth describing a possible motivation for this to be added -- I don't see any other way that it will get developer attention (please add your own):
Images in cells are a used extensively in industry for things like process checklists, assembly instructions, pick lists, and bills of material -- these are all very much at the core of the manufacturing world. Quite simply, adding a picture removes a potential source of error of someone picking the wrong part -- or ordering the wrong thing. No coincidentally, this is the the type of document that gets processed or generated by a script.
Excel scripting can do it -- we need this.

Need this feature very much in multiple projects!
Image in cell is needed for displaying images of products (using google sheets for product management and supply management). We have a lot of scripts in google sheets to automate things, but not being able to fetch and insert images with GAS means we can't implement everything we wanted. Thus, we don't have all our users in Google Workspace, will do if this feature becomes available.
Currently this feature is available in Excel macros, so we are using Microsoft products until this feature is in Google Sheets.

I see Classes CellImage, CellImageBuilder and SpreadsheetApp.newCellImage() seem to be relevant. Officially, getContentUrl() and getUrl() should to have adequate functionality. I think the central problem is that getContentUrl() and getUrl() aren't properly implemented, and return the following errors:
Exception: Unexpected error while getting the method or property getContentUrl on object SpreadsheetApp.CellImage.
Exception: The URL should not be empty.
(GetUrl() is returning null)
I manually place my images into cells and would love to have it work either way. Image capture automation can be difficult, it seems that Snipping Tool or equivalent is useful to ensure the correct visual information is being captured.

Further, by right-clicking on the cell containing an image and clicking "Show Edit History", a link is shown which appears to be what should be returned by getContentUrl().
getContentUrl() documentation as follows:
Returns a Google-hosted URL to the image. This URL is tagged with the account of the requester, so anyone with the URL effectively accesses the image as the original requester. Access to the image might be lost if the spreadsheet's sharing settings change. The returned URL expires after a short period of time.
Return
String — The Google-hosted URL of the image.
I haven't tried adding images using CellImageBuilder yet, but it doesn't seem that useful. It will take longer to capture images and save them and name them and configure CellImageBuilder than to capture manually.

Further, invoking toBuilder() and calling getContentUrl() on the CellImageBuilder object also doesn't work:
Exception: Unexpected error while getting the method or property getContentUrl on object SpreadsheetApp.CellImageBuilder.
I am firmly convinced that these methods are not working.

getContentUrl() is live in the documentation and simply does not work and seems not to have ever worked. How does that happen?

Still cautiously waiting for this feature. It would really be a life-changer!

Pleeeeeease!
Description
This is definitely a feature we were waiting for since apps script started.
Since it's also going to be attached to cell, finding and removing images would be much easier to write script for (I never understood the point of images not attached anyways).
like SpreadsheetApp.getActiveSheet().getRange("A2").getImage()
SpreadsheetApp.getActiveSheet().getRange("A2").setImage("url")
if url is google drive link just insert it without having to adjust permissions to public. (if my understanding is correct that's how it works right now in Google Sheets.
