Need parser support for KTS files in order to:
- support PSD for KTS-based projects
- support quick fixes for KTS-based projects.

Until we do, we need to put a notification in the IDE that KTS is not yet supported; see 128452897

Should we mark this as fixed since we announced KTS support at ADS? Still a few issues but they are being tracked elsewhere, e.g., 138404835 and 141970574.
