## A short description of the issue:

Creating a "Files: watch" on a Google Sheet within a Team Drive doesn't send any notifications when the sheet/file is edited/updated.

## A small code sample that reliably reproduces the issue.

In our situation, we can demonstrate this issue using curl:

$ export TOKEN='your valid access_token'
$ export THESHEET='fileId of your GSheet'

## What steps will reproduce the problem?

Run the setup/steps above, for a Google Sheet that exists on a Team Drive, then make some edits/changes within the Google Sheet that's being watched.


## What is the expected output? What do you see instead?  If you see error messages, please provide them.

In our tests, the File-watch is created successfully, with a response that seems to indicate that it's aware of the Team Drive:

But when we make changes within the Google Sheet, we don't receive any "updated" notifications.

This all works great for Google Sheets/files within the Local/Personal Drive
