Should R8 workaround / avoid removing workarounds for ART verification bug

Description
This issue has lead to a few reports so far:
For D8 the only workaround is for the programmer to insert extra casts as lack of whole program information precludes a general workaround. In R8 we may have the possibility of inserting the casts automatically. If not feasible, we should consider not removing a cast that could work around the verification issue.
