When a user has IAM permissions to view the costs of several projects he belongs to (billing.resourceCosts.get or "Viewer" role) but doesn't have any permissions at organization or billing account level, the user goes to the cloud console Billing->Reports and can't view aggregated costs for all the projects he belongs to.

The only possible option for doing this is to grant him permissions at billing account level but then he will be left with the ability to see the costs for all the projects that are linked to that billing account.
