With the introduction of FragmentContainerView in

https://issuetracker.google.com/issues/37036000 that fixes long standing Fragment bugs, NavHostFragment should use FragmentContainerView instead of its current FrameLayout for hosting Fragments to ensure that developers get the updated behavior.

Nested scrolling works partially (as per

http://b/122818889). Let's discuss if we need full support and if so make sure it works.
