One more detail, Data Layer event calls from the watch to the phone (running Android 13) do work on if the listener is in an Activity or Fragment.

Description
Project owner on project level receives MSA(Mandatory Service Announcement). If User assign project owner role on organization level even the user is not project owner on project level, it is thinkable that the user is supposed to receive MSA by inheritance. but the user does not receive MSA currently.
Expectation:
If user has project owner role on organization level, the user receives MSA by inheritance.
