Currently, the projects.setIamPolicy method will replace the existing policies a user or service account has, and cannot be used to append additional IAM settings[1]. This can cause cumbersome situations where you must fetch existing roles before you can subjoin them so to speak (which is how the gcloud projects set-iam-policy command works).

A method called projects.patchIamPolicy for example would append existing roles from someone without replacing/overwriting them which would make it simpler to use the Resource Manager API for certain situations in which the API is the most effective way to manage policies for an account.
