I'm having a similar issue with my Pixel2 XL. Can't seem to answer a phone call. It won't connect. I have to call back in order to connect and then it seems to work OK.

Same problem on Pixel 3, except it affects ability to answer and place calls almost all the time. Phone is a fancy calculator now.

Frequency
How frequently does this issue occur? (e.g 100% of the time, 10% of the time)
Android bug report capturing
After reproducing the issue, press the volume up, volume down, and power button simultaneously. This will capture a bug report on your device in the “bug reports” directory.
Alternate method
After reproducing the issue, navigate to “developer settings”, ensure “USB debugging” is enabled, then enable “Bug report shortcut”. Capture bug report by holding the power button and selecting the “Take bug report” option.
Note: Please upload the files to google drive and share the folder to android-bugreport@google.com, then share the link here.

Just tested it again. It is working at this moment, but there is an
interesting behavior on the Pixel2 XL. It when you press the green answer
button, it does not always shift into the phone screen. It just stays at
the home screen and you have to enter the phone screen in order to have the
phone controls. And then it worked as it should.
However, yesterday I had six calls (in areas with known good coverage)
where I could not receive the call again. It would come up as a call, but
pressing answer shifted the screen into the phone mode, but there was no
audio. Calling the caller back said they could not hear me and they
assumed "their" phone was in a bad area or something.
So, for me, the failures are intermittent. I had no previous problem prior
to the OTA update of 10.
So perhaps this is some kind of sensor issue, I don't know.

The problem is the My Verizon app. I was able to fix by going to the app details, clearing the cache, and pushing Force Stop. Calls dial out normally now, even after restarting the My Verizon app.
Many users are reporting they fixed the issue by uninstalling (and reinstalling if desired) the My Verizon app. But the above procedure worked for me.

Tries the clearing of the cache in my Verizon app and then force stopping
it. Phone makes and receives calls now!

The phone issue has resolved itself for some reason. The sensors appear to
be working correctly now.
I do not have the Verizon app others have mentioned.

Everytime I try to call out my phon stays in a connecting phase for upwards of a minute before finally making the call. This is happening on all of my family's devices Pixel 3, pixel 2, pixel 3 XL. This needs patched quickly.

Description
When I try to make a call (with full service), it can take up to a minute to connect the call. Sometimes, the call doesn't even go through.
Sometimes when I receive a call, I cannot even answer (I press Answer and nothing happens).
Again, this all started when I received the Android 10 update on my Pixel 3XL.
