The problem description is accurate.
In addition, there are elements of the Deployment manager documentation that suggest that this should be possible.
Ideally, I'd like to have more information on the best practice approach to cross project deployment, particularly deployment of a project to different environments (same codebase).

Description
Currently it's not possible to automate project creation with DM from a centralised point/GCP project
What you expected to happen:
Have the ability to create a central project to deploy other projects and resources within other projects, using DM.
Limitation: DM works within a single project for deployment
Workaround: having separate deployments for the project and the resources.
