New information: JRT Studio also makes Rocket Player. If you change the file extension of the playlist from .m3u to .plb, Rocket Player will pick it up. Playlist works fine in Rocket Player.
Developer says Rocket Player uses its own media database. They use the .plb file extension for playlists to prevent other software from messing with them. Dev thinks there's a bug in the Android Media Store or related system in Android 10.

Description
I don't do much media streaming. I have a fixed data plan and own a lot of music. I use software on my computer to make .m3u playlists and to push the playlists and songs to the phone. I use Google Play Music "Downloaded only" option to play the music in my music library. I've been using the same technique to create .m3u playlists and push music to the phones for the last ~5 years. I haven't updated any of the software components in over a year. Since I got Android 10, the playlists are missing. The music is on the phone. I can play the songs when viewing just the songs, artists, albums, genres, etc. But when I tap on the Playlists, they aren't there.

I've cleared the Media Store data and cache and re-booted multiple times. I deleted all the media and re-pushed a small playlist with a couple of songs. I've done a factory reset.
Playlists were working in Android 9. I didn't check if they were working after the Android 10 update. But the first time I pushed new music / playlists to the phone after the Android 10 update is when this issue started.
This tells me a couple of things. Since JRT Rocket Player can play the renamed .plb playlist, there's nothing wrong with the contents of the playlist files or the paths to the songs. Since Google Play Music and JRT Audio & Music Player are both having problems with the playlists, it's not explicitly an issue with Google Play Music itself.
Not reporting a bug against Google Play Music. JRT Studio Audio & Music and at least one other are having issues with playlists on Android 10 (
