Hello,
Thank you for your answer,
I'm trying to lunch the command "gcloud components install kubectl"
And every time it fail with the following error message (see the image) : ERROR: gcloud crashed (UnicodeDecodeError): 'ascii' codec can't decode byte 0xfb in position 41: ordinal not in range(128)
I uninstalled and re-installed the google cloud SDK but the error remain..

Thanks for the reply. As I was not able to reproduce this issue on Linux, macOS and Windows ( all successfully installs kubectl ), I will need to ask further information in my attempt to diagnose this issue.
Could you try changing the OS' language from French to English? It could be that this issue is cause by special characters within the french locale.
Also, could you try installing the newest version of Python [1] and see if the issue persist?
Let me know on the outcome.
