Just wanted to point out what could be the cause.
Second scenario is working fine because a fingerprint has been registered but I should only need face recognition
Only difference between the 2 scenarios is in step 2
First scenario:
2. No fingerprint registered
Second scenario:
2. Fingerprint registered and enabled
Both scenario should prompt face recognition.

Same here for devices that has hybrid biometrics (Face and Fingerprint).
We noticed that once removing fingerprints it will not ask for face although enrolled. If we add fingers and face enrolled it will ask face. If we insert fingers with no face it will ask fingers.

Why the phone number one using daily associated with Gmail. Shortly if a person has no number no Gmail it is not great tu use someone else's identity.. My other devices can be associated with home devices.. Giving a three point angula vitality to believe it is a way to make sure that the face and finger print be assosiated with digital details one would like to respond.

Created internal bug with Samsung to investigate the issue
Description
BUILD INFO
- Device type: Samsung A50
- OS version: Android 9
- Biometric library version: "androidx.biometric:biometric:1.0.0-rc02"
FIRST scenario :
STEPS TO REPRODUCE
1. Face recognition enabled, face registered and set as preferred biometric
2. No fingerprint registered
3. PIN required to unlock device
4. setDeviceCredentialAllowed(true)
EXPECTED RESULTS

In the video the screen is black but we can see the keyboard
