This is not only useful for IP addresses, but also for many other resources. I understand that names are currently used as identifiers, so this request is probably not trivial to implement. Maybe distinguishing between a (numeric, automatically generated) identifier and a (textual) label is the way to go?

Is it any hope? We have migrated our IP address to the server with different role, and now the name of this IP address resource doesn't match its role at all. It seems to be trivial enough to momentary reserve static IP address of the old named resource, drop resource, and immediately recreate it with the new name and the old IP address.
Description
What you would like to accomplish: If we issue a credit for customer, the credit will be reflected in billing transactions. However customer cannot see the credit issuing details in our cloud console/invoice and customer does not know what the credit is. Customer requests to add the following information for credit in csv invoice file in the future;
- (Affected) Billing Account Name:
- (Affected) Billing Account ID:
- (Affected) Project ID:
- (Affected) Product/Service:
- Issue Start Date:
- Issue End Date:
- Reason for credit (or Issue description):
How this might work: We will reduce the number of billing cases from customers. We have many cases regarding credit inquiries to disclose more details. Customer do not need to create related cases any more.
