What you would like to accomplish: -Be able to use deployment manager to set/add permissions at any level, however, permissions at organization level seems to not being supported and doesn't allow setting IAM roles at Organization level.
How this might work: It should allow to set permissions same as the jinja template to set permissions but currently it only allows to set permissions at project level.
If applicable, reasons why alternative solutions are not sufficient: It is necessary to automatize processes.
