What you would like to accomplish:

Become compatible the filtering per-instance metrics feature on the regional instance groups. [1]

How this might work:

You can apply filters to per-instance Stackdriver Monitoring metrics, which lets you scale also the Regional managed instance groups using individual values from metrics with multiple streams or labels.


If applicable, reasons why alternative solutions are not sufficient:

If you want scale using the Agent Network Metric:  tcp_connections.

It measures the TCP state (ESTABLISHED, FIN_WAIT1, etc.) as a whole, and you are unable to  adding an additional filter expression on Monitoring metric configuration. [2]
