Android Plugin Version: all recent

This fixes incompatibilities with plugins using one of the API clients which have been updated to use Guava 28.0-android (https://github.com/googleapis/google-api-java-client/blob/bf5ff6c2ce011449437bb6a7e89fe8bb9030ae3a/pom.xml#L491), causing Gradle to try and update Guava to the -android variant. That's bad because it leads to CCEs with Suppliers since the -android variant of Guava uses com.google.common.base.Supplier while the -jre variant uses java.util.function.Supplier.
