What you would like to accomplish:
Be able to create a custom role on a project level that includes the resourcemanager.projects.list permission. A predefined role like that already exists - Container Analysis Occurrence Viewer but it’s not possible to mimic it as a custom role on a project level (it is only on an organization level).
How this might work:

Creating such a custom role with the resourcemanager.projects.list permission on an organization level is not suitable in cases where users are not supposed to see other projects within the organization.
