When the "Service Management API" is not enabled v1 says nicely in the logs that you need to enable it: Service Management API has not been used in project, before or it is disabled. Enable by visiting ......

but v2 it says something like this:

and a bunch of envoy logs with code 14, upstream connect error or disconnect/reset before headers. reset reason: connection failure

and you don't know what to do, how to fix it.
