Thank you so much for posting. Please note that Google Maps Platform APIs will no longer be hosted from google.cn domain starting February 3, 2020. With this, all requests to load Google Maps Platform APIs from the google.cn domain will return an error.
You need to update your project(s) that call Google Maps Platform APIs fromgoogle.cn to use the googleapis.com domain instead.

Where/when was this announced? And is there any help/documentation available for Chinese customers?

We received email notification of this required change from maps.google.cn to maps.googleapis.com with region=CN query string parameter in November 2019 or there abouts. The change had to be done by Feb 3, 2020.
The old method worked in China for the last couple of years.
The new method doesn't work in China.
You can verify this yourself from outside China by using one of the several Great China Firewall testers such ashttps://www.websitepulse.com/tools/china-firewall-test or https://www.comparitech.com/privacy-security-tools/blockedinchina/ .
I opened a support ticket with Google 3/10/2020 and all that they will say is that China is on the prohibited territory list for maps:

When I asked them why they told us to change fromgoogle.cn to googleapis.com if this wasn't supported and why it worked for the last 2 years, the answer I got was:
"I understand your concern, but in this case, regarding this topic, we cannot go into further detail."

If the official answer is to switch to the .com domain, knowing that it is (still) inaccessible from China, then this is really poor service, poor support and poor communication. Thank you Google. In that case, you better just tell your Chinese customers to search for another provider because you don't want to / can't (whatever the right term is) support them.
