One more detail, Data Layer event calls from the watch to the phone (running Android 13) do work on if the listener is in an Activity or Fragment.

Also, I'm seeing this message in the Logcat:

Description
Be able to create IAM conditions [1] that evaluate resource labels [2]. Currently it’s possible to evaluate conditions on various resources:
If a resource matches the condition, allow me _access_ to the resource.
Resource labels are not currently supported so it’s not possible to do:
If a label matches the condition then allow me _access_ to the resource.
How this might work:
resource.name.startsWith("projects/_/buckets/exampleco-site-assets-")
This might work like this:
resource.label.mylabel.startsWith("myassetid-")
