It still has a setting that is disabled by default, to allow apps to "show a pop-up in the background", which is against the docs:

https://developer.android.com/guide/components/activities/background-starts#exceptions

We tested it with an app that has SAW permission AND got phone-ended Intent from the OS. Here's more information:

Google customer support told me this will rectify in 2 days once the update fully applies?!?!? I also would have thought this would be a P0 priority considering a component is completely unusable.
