@5 Thank you. Wanted to say that this is important for various reasons:
1. App backup and restore
2. Play Store alternatives
3. File manager apps.
4. Apps that put there files as they expect them to be available for users, via file-manager apps.
Explanation about 4:
Many apps, such as Slack and Telegram actually put there files that they expect users would be able to reach (of chats and conversations), as they are global.
Preventing this access means all the files of those apps that they put there won't be reachable.

Any app with permission to install other apps can get access to OBB directories. They do not need to be pre-installed. However, Android/data directories will be private to the owner app beginning with Android 11. Chat apps and similar have been encouraged to publish files they wish to be shared to Media Store.

@7 Encourages but not forced. How can I now open files there ? Only via USB ? That's unfair and illogical, that only via PC I can reach my own device's files.

@7 It seems there are issues related to giving access to the OBB folder, at least from API 30 (maybe before too), and especially from API 31:

Fix the use another folder to protect your privacy file
Description
I'm talking about these:
There are various types of apps that really need it, such as backup apps and even app-store apps like the Play Store (obb files, for example).
It's not fair that only the Play Store would be able to get access there.
Please provide a way to overcome these restrictions.
Maybe allow to reach these folders for any app that got the permission to install apps, because it makes sense that it will also need to copy files there.
