One more detail, Data Layer event calls from the watch to the phone (running Android 13) do work on if the listener is in an Activity or Fragment.

What you would like to accomplish: A boolean Organization Policy to deny the ability for users to create API keys similar to
constraints/iam.disableServiceAccountKeyCreation
How this might work: In the console, the option to create an API key would be greyed out when this is turned on. API keys cannot be created via the CLI (unless you are aware of the undocumented API endpoint that was recently discovered).
