I had the same problem!
I could solve it by putting the .aidl file in an aidl directory.
Look at the attached screenshot to see the project structure.

Description
Create an instance. Disable all Access Scopes. Alternatively, stop an instance and disable all Access Scopes, then start it.
Bug: The section of the instance pge that is supposed to show Access Scopes and Service Accounts is completely missing.
Correct behavior: It needs to show "Access Scopes" and then an empty list or the word "None", and it needs to show the service account.
Comment: Disabling all access scopes may be unusual, but we need to give users a way to get out of that situation, and as-is, they don't even see that there is a problem-- there is no mention of Access Scopes on that page at all.
