Problem you have encountered:
Currently when you enable uniform bucket-level access on a bucket, Access Control Lists (ACLs) are disabled, and only bucket-level Cloud Identity and Access Management (Cloud IAM) permissions grant access to that bucket and the objects it contains.

If Cloud IAM permissions are not yet set for users, then they will have to be manually set for all desired users after enabling uniform access.

What you expected to happen:
An option in the UI to be able to add roles/permissions to users when granting uniform access to buckets.
